Community Development - Planner II Position
ABOUT US:  The Village of Westmont (pop. 24,685) is a community of six square miles in area located approximately 22 miles west of the Chicago Loop in the southeastern portion of DuPage County, on the fringe of the Chicago Metropolitan Area. The name Westmont comes from being the highest point of elevation on the Burlington-Northern railroad west of Chicago. 

Westmont, known as “The Progressive Village”, is a blend of old and new, with rectilinear or gridiron streets and older housing in the central part of the village, with high rise apartments on the periphery and curvilinear street subdivisions interspersed both north and south, indicating newer development. Westmont’s attractiveness both as an industrial and residential community is largely due to its location. This desirability is in large part transportation based. 

DEPARTMENT SUMMARY:  The Community Development Department works with businesses and developers who are interested in creating a successful partnership with our growing community.  The following divisions make up the Community Development Department:  Building, Code Enforcement, Economic Development, Engineering, Planning and Zoning.

RESPONSIBILITIES:  Under general supervision of the Community Development Director, the Planner II performs professional level planning acitvities for the Village, including research and analysis of technical data, assisting the public in appling planning and zoning regulations, assisting the general planning process and administration of the Village Comprehensive Plan and Zoning Code.  Such duties include:

  • Interprets and administers - as well as researches and recommends text amendments/improvements - to the Village’s zoning ordinances.  
  • Processes zoning applications for special use permits, variances, planned unit developments, map amendments and other zoning matters.
  • Provides all administrative support to residents, business owners and developers for zoning applications.
  • Attends Village Board and other meetings as necessary to explain development project specifics.
  • Interprets and administers  the Village’s Comprehensive Plan, including researching, recommending, and implementing amendments and updates.
  • Creates land-use plans for neighborhoods, commercial areas, and special districts.
  • Acts as primary planning contact at the front counter. 
  • Provides planning and zoning reviews for a variety of permits, including development permits for properties in the Central Business District, business licenses, and building permits.
  • Provides administrative support for the Economic Development Committee and other committees and commissions.
  • Conducts field inspections of projects under construction for compliance with planning related Village ordinances and conditions of approval imposed by the Village.
  • Responds to public inquiries and complaints regarding planning, zoning, building permits, variances, special uses, site plans, subdivisions and similar questions.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

MINIMUM REQUIREMENTS:  This position requires a Bachelor’s Degree in land use, urban planning, landscape architecture, architecture, public administration or a closely related field or an equivalent combination of education and experience; Master’s level coursework or degree is desirable.  AICP accreditation is preferred.

Successful candidates will have considerable knowledge of zoning laws, comprehensive plans and planning programs and processes.  This position requires the ability to communicate effectively - orally and in writing - with a varied audience, including architects, contractors, staff, the Village Board and the general public as well as the ability to appropriately delegate responsibilites to others.

The ideal candidate must be a dedicated individual with integrity and strength of character.  Candidate should also have a track record of positive interaction with employees, supervisors, elected officials and citizens.

COMPENSATION/BENEFITS:  This is a full-time, exempt (salaried) position with a starting salary range of $62,441.60/yr - $87,380.80/yr (DOQ).
