A parking permit is required to park in the commuter lots. On weekdays no permit is required to park in the “Zone A” lot after 8:30 a.m. Hourly metered parking is available on West Burlington Avenue, requiring $2.00 in quarters for 12 hours. There is free weekend parking in the commuter lots on Saturday and Sunday. There is no overnight parking allowed in any of the commuter lots. METRA owns the commuter parking lots located at the Westmont Train Station. We are required by our agreement with METRA to administer the parking in a non-discriminatory manner. This means that no preferential treatment can be given to residents or non-residents. Permit Parking: The commuter permit parking is divided into the following three zones and is paid for quarterly usage. The amount charged is $125.00 per quarter. Zone A: Located on the south side of the tracks on W. Quincy; starts west of the Train Depot Building at Grant St. and runs west to Adams St. Zone B: Located on the north side of the tracks on Burlington St. and runs from Lincoln St. west to Williams St. Reverse Commuter/Overnight: Located on Burlington between Park St. and Williams St. (the amount for this permit parking is $125.00 per quarter.)

There is Handicap parking on both sides of the tracks near the depot building. A permit is required to park in the handicap commuter areas. The fee for the permit is $125.00 per quarter, and you must also display Handicap license plates or a valid Handicap hang tag.
You must have your quarterly permit renewal in by the 15th day of the last month in the current quarter in order to guarantee that you get a permit for the next quarter. You may renew in advance for as many quarters as desired. We will mail you the permits in advance of the due date. **Please Note: Your parking permit will be sold to someone on the waitlist if you do not renew by the 15th of the final month of the quarter. We encourage you to use the Night Deposit Box located in front of the Train Station Depot on West Quincy Street as the Village of Westmont is not responsible for parking permit renewals lost, or delayed in the mail.
NOTE: Anyone found abusing this option, i.e. using the replacement permit to park a second vehicle, will lose their parking permit.
Compliance with these rules is very simple and will result in an orderly transition from Zone "B" to Zone "A": You just have to remember to renew your Zone “B” permit on time to maintain your place on the upgrade list. The following steps must be performed: 1. You must have a valid Zone "B" permit to get on the upgrade waiting list. 2. Prepayment of $125.00 is required. The date on your cash register receipt will determine your place on the waiting list. 3. You will stay on this list until upgraded or you ask to be removed from the list. 4. You will be notified by mail or phone, when a Zone “A” permit is available. 5. You must make payment on your Zone “B” permit within the allotted time or your name will be removed from the upgrade list.
The principle mandate of the Act provides that each public body, upon submission of a written request, shall make available to any person for inspection, or to provide copies of any requested records that are subject to disclosure under the Act. Not all records are subject to disclosure, and the Act provides a number of exemptions.
This Act is not intended to be used to violate individual privacy, nor for the purpose of furthering commercial enterprise (there are further rules covering commercial requests), or to disrupt the duly-undertaken work of any public body independent of the fulfillment of the rights of the people to access information (5 ILCS 140/1). The Act does not require the Village to create new records or to answer questions other than through the production of records.

Non - Commercial Requests: Response to requests for public records must be fulfilled within five (5) business days after the day that request has been received. There are some exceptions to this rule depending on the size of the request.
Commercial Requests: A public body shall respond to a request for records to be used for commercial purpose within 21 working days after receipt.

Currently, the Village of Westmont does not require residents to have a garage sale permit, however, all other garage sale-related rules and regulations must be followed.

Residential renters are required to place a $50.00 deposit in order to set up water & garbage service in their name. Commercial property renters are required to place a $60.00 deposit in order to set up water service in their business name. Contact Waste Management 1-800-964-8988 to set up disposal service. Residential and Commercial deposits will be applied towards your final bill. Credit balances will be refunded via check.

Map link provided below: Pickup Schedule: Westmont provides a comprehensive solid waste collection program. Three vehicles collect materials on each pick up day. One truck picks up garbage, another picks up recyclables and a third truck picks up yard waste (April 1st to November 30th). The Village contracts these services through Waste Management (800)-964-8988. Pickups are made once per week in each quadrant of the Village. Wednesdays are reserved for commercial/business pickups. Every week residents are to use the 96 gallon (all green in color) waste container provided by Waste Management and can put out one large item out for disposal (no additional garbage cans, must be under 50 pounds and no electronics). Any additional garbage requires a red garbage sticker for removal by Waste Management. Residents should place their garbage, recyclables (container green and yellow in color) and yard waste next to each other 3 feet apart out for pickup on the morning of or evening before their collection day. (Recycling is picked up every other week. Please see recycling FAQ) Holiday Pickup Schedule: During the year, there will be six holidays on which garbage, recycling, and yard waste will not be collected: Memorial Day Independence Day Labor Day Thanksgiving Day Christmas Day New Year’s Day During these weeks, collections will be made one day late from the observed holiday through the end of the week, with the final pickup day being Saturday.

Westmont citizens age 65 and above who live in an owner-occupied, single-family residence may receive a 25% discount on their recycling and waste hauling bill. To participate, qualified citizens must fill out the Senior Recycling & Garbage Discount Form, provide proof of age, proof of property ownership, and must currently reside at the address. The watering of trees, shrubs, flowers and gardens shall be permitted at all times provided such watering is done by means of handheld devices. Watering by “soil soaking” method also shall be permitted.
During any period in which an extreme water supply shortage exists in the Village, as determined by the Mayor, no water from Village water mains shall be used for any purpose outside a residence, business or other building, other than for the extinguishing of fires or other emergencies.

Parking violations may be paid through the mail using the envelope provided or in person at the Westmont Police Department, 500 N. Cass Avenue. Payment in the form of cash, Visa or Master Card credit cards and checks (made payable to the Village of Westmont) will be accepted. There are 2 drop boxes located in front of the Police Department (500 N. Cass Ave.) Village Hall (31 W. Quincy Ave) is also available for drop off payment.

Administrative hearings are conducted at the Westmont Village Hall, 31 W. Quincy Street, Westmont, IL. Hearings are generally assigned and held on the third Tuesday of each month, and alternate each month between day time and evening sessions.
Traffic Court for minor traffic offenses is located inside the American Legion Hall located at 4000 Saratoga Ave Downers Grove, Illinois 60515. Court dates for Westmont Police Department cases are assigned to Wednesday’s at 1:00 PM.
• MYTH 2 - SCHOOL DISTRICTS WILL BE DEPRIVED OF REVENUES DURING THE LIFE OF THE TIF DISTRICT.First, a school district, as well as the county, the municipality, and all other taxing bodies continue to receive the full amount of the taxes that they have levied on the “Base EAV” during the life of a district. Secondly, TIF districts can create money for schools. In Illinois, school districts continue to receive all the tax revenue they were entitled to before creation of a TIF district. Although schools usually lose General State Aid when assessed valuations increase, the incremental growth in property values within a TIF district is excluded from the property tax base when the State of Illinois calculates the amount of aid it awards to a school district. Therefore, the “poorer” a school district is, the more it stands to gain from having a TIF District.
