[ARCHIVED] Westmont Stormwater Management Program Updates

In April of 2015, Westmont voters approved a unique sales tax referendum that ensured a dedicated revenue stream for stormwater and related infrastructure projects in Westmont. Westmont was the first community in Illinois to develop and follow-through on this approach in regard to funding stormwater management projects. Many communities throughout Illinois are now taking a look at the Westmont model as they consider ways to fund stormwater projects in their towns.

Collection of the Stormwater-Infrastructure Sales Tax began in July of 2015. It is projected that this sales tax, which will be dedicated to stormwater and infrastructure projects, will generate over $750,000.00 each year.

“While we wait for this fund to grow, the Village has been diligent in regard to addressing community stormwater issues,” says Assistant Public Works Director Noriel Noriega. Following is a list of projects from the past year:

CUMNOR ROAD RECONSTRUCTION PROJECT
The Village completed construction of the Cumnor Road Reconstruction Project, which was the first public street in Illinois to use pervious concrete. The pervious concrete provides a number of green infrastructure benefits.

JAMESTOWN DETENTION FACILITY DRAINAGE REPAIRS
The Village completed construction of the Jamestown Detention Facility Drainage Repairs. The outlet pipe for the detention basin at the northeast corner of Oakwood Drive and Jamestown (in the Oakwood Subdivision) was in need of repairs. To help alleviate the standing water in the basin, the Village added wetland planting to the bottom of the detention facility to create a better overall appearance of the basin. This project updated the outlet pipe to help improve drainage for the detention facility.

ST. JOSEPH’S CREEK STABILIZATION PROJECT
The Village completed the construction of the St Joseph's Creek Stabilization Project. A great deal of improvements were needed along St. Joseph's Creek between 61st and 63rd Streets. The unstabilized slopes of the creek had eroded and this was affecting properties in the area. This project stabilized the slopes of the creek and provided a number of streambank improvements.

BENNIFORD DETENTION FACILITY PROJECT
The Village completed outlet repairs for the Benniford Detention Facility. The stormwater orifice for the basin needed improvements for a variety of reasons. An obsolete drainage design needed to be updated. The repair relocated the stormwater orifice to outside of the basin for better efficiency, ease of access, and faster maintenance.

BLACKHAWK PARK DETENTION FACILITY
The Village completed outlet repairs for the detention facility at Blackhawk Park. The stormwater orifice needed improvements. The repair relocated the stormwater orifice to outside of the basin for better efficiency, ease of access, and faster maintenance.

GRANT-LINCOLN STORM SEWER MODIFICATIONS
The Village competed storm sewer modifications at the Grant - Lincoln intersection. Per the recommendation of Environmental Systems Corp (Engineering Consulting Firm), this project added a 'backflow preventer' to the storm sewer line to help prevent additional storm water from flowing toward the Richmond and Grant Intersection.

NAPERVILLE-WARWICK STORMWATER PROJECT - PHASE 1
The Village completed Phase 1 Engineering Study for the Naperville - Warwick Stormwater Project. Engineering Solutions Team was attained to perform an engineering study for the 300 block of Warwick. Their task assignment was to look for solutions to help alleviate flood issues. Their study has provided four (4) options where staff will be pursuing design completion in FY2016-2017.

WILMETTE RECONSTRUCTION PROJECT
The Village is continuing the Phase 2 Engineering Design for the Wilmette Avenue Reconstruction Project (pervious roadway). Burns & McDonnell was attained to design the reconstruction of Wilmette Avenue between 55th and 56th Streets using pervious materials. This project also includes completing the public sidewalk and street lighting between 55th and 59th Streets with other related work.

NAPERVILLE-WARWICK STORMWATER PROJECT - PHASE 2
The Village began the Phase 2 Engineering Design for the Naperville - Warwick Stormwater Project. Engineering Solutions Team was attained to pursue design of a storm sewer extension in the 300 block of Warwick to help alleviate flood concerns.

NORFOLK-LINDEN STORMWATER PROJECT
The Village began the Phase 2 Engineering Design for the Norfolk - Linden Stormwater Project. Strand Associates was attained to design a detention facility at the NE corner of Norfolk and Linden. This project entails working with the Village and the Manning School.

CBD ALLEY RECONSTRUCTION PROJECT - SECTION A
The Village began the Phase 2 Engineering Design for the CBD Alley Reconstruction Project (SecA) between Cass & Lincoln and Burlington & Irving (pervious materials). Thomas Engineering was attained to design the reconstruction of the alley using pervious materials with other related work.

CBD ALLEY RECONSTRUCTION PROJECT - SECTION B
The Village began the Phase 2 Engineering Design for the CBD Alley Reconstruction Project (SecB) between Cass & Lincoln and Irving & Norfolk (pervious materials). Thomas Engineering was attained to design the reconstruction of the alley using pervious materials with other related work.

GRANT-RICHMOND STORMWATER PROJECT
The Village began the Phase 1 Engineering Study for the Grant - Richmond Stormwater Project. AMEC was attained to perform an engineering study for the intersection of Richmond and Grant. This area is known to have flood concerns. Their task assignment was to look for solutions to help alleviate flood issues in the pavement.
