Hotel/Motel Grant Request - Westmont Lions - Sister City Twinning
Board to consider a motion awarding a Hotel/Motel Grant request in the amount of $728.25 to the Westmont Lions for the Lions Sister City Twinning Day Event.
Background of Subject Matter
As part of the Sister City delegation, the Westmont Lions Club participated in a twinning event with the Lions Club from Hsinchu County. This event promoted tourism and overnight hotel stays within the Village.
Recommendation
The Administration/Finance Committee recommended approval at the 9/13 meeting.

Reduction of Class 2 Liquor Licenses: Neat Kitchen & Bar
Board to Consider an ordinance reducing the number of Class 2 Liquor Licenses by one due to the closure of Neat Kitchen & Bar, 246 North Cass Avenue. 
Background of Subject Matter
Neat Kitchen & Bar closed for business and ceased to due business in excess of 30 days. They have remained closed for 30 consecutive days without permission, forfeiting their liquor license. (Ord 10-46 & 10-47).
Additional Background
The Liquor Commissioner has declared Neat Kitchen & Bar's Class 2 liquor license forfeited allowing the Village Board to reduce the current number of available Class 2 liquor licenses by one.

Reduction of Class 23 Liquor Licenses: Hilton Oak Brook Hills
Board to consider an ordinance reducing the number of Class 23 Liquor Licenses by one (1) due to the ownership change of Hilton Oak Brook Hills Resort and Conference Center, 3500 Midwest Rd., Oak Brook, IL  
Background of Subject Matter
On August 14, 2018 Hilton Oak Brook Hills Resort submitted a request for a new liquor license. Hilton changed ownership and was issued a temporary Class 7 license pending the issuance of a new liquor license. A new Class 23 has not been issued to Hilton.
Additional Background
Due to the Hilton not receiving a new Class 23 license, video gaming was discontinued, and the liquor commissioner has declared Hilton's Class 23 as forfeit. The board is asked to reduce the number of available Class 23 licenses by one.

a.
5802 And 5806 Western Avenue, Clarendon Hills-Involuntary Annexation
Board to consider an ordinance approving a request from the Village of Westmont to involuntary annex the subject lots into the Village of Westmont.
Background of Subject Matter
These lots are located in unincorporated DuPage County & surrounded by incorporated lots. Westmont would provide Village services once annexed, & the lot would be zoned immediately to R-1 upon annexation.
Additional Background
In the future, the Village may request to rezone to a more appropriate zoning designation.

a.
138 N Cass - Special Use Permit
Board to consider an ordinance approving a request from Itasca Bank and Trust 11267 (Donald D. and Phillis J McLean) for a Special Use Permit to operate a Retail/Copy/Blueprinting shop in the B-1 Limited Business District. 
Background of Subject Matter
There are no variations requested in conjunction with the Special Use permit. The Special Use is only required because the proposed use is over the recommended amount of square feet.
Recommendation
The Planning and Zoning Commission will hold a public hearing on 10/10/18. The Village Board agreed to accelerate this petition on to the 10/11/18 agenda if acted upon by the PZ Commission on 10/10/18.

Increase in Available Class 23 Liquor Licenses: Margie's Beef
Board to consider an ordinance increasing the number of available Class 23 Liquor Licenses by one (1) for Margie's Beef and Gyros, 6410 South Cass Avenue. 
Background of Subject Matter
Margie's Beef and Gyros submitted an application for a Class 23 Liquor License which allows them to offer video gaming pending permission by the Illinois Gaming Board and the Local Liquor Commissioner.
Additional Background
Margie's Beef and Gyros wishes to provide video gaming as an amenity to customers. Their main business will continue to be a restaurant. A Class 23 license is needed before a business can offer video gaming as authorized by the Illinois Gaming Board.
Recommendation
The Board must determine to increase the number of Class 23 Liquor Licenses by one (1) if desired. The number of Class 23 licenses is capped as previously discussed by the Board. Margie's Beef and Gyros is eligible to apply for a Class 23 license.

Increase in Available Class 8a Liquor Licenses: Scallywags Brewing
Board to consider an ordinance increasing the number of available Class 8a Craft Brew Tavern Licenses by one (1) for Scallywags Brewing, 41 North Cass Avenue.  
Background of Subject Matter
Scallywags Brewing has submitted an application for a Class 8a license to open a craft brew tavern. This is the first license to be issued under this new liquor license class.
Additional Background
Scallywags Brewing wishes to provide craft brews to their customers in addition to freshly ground coffee in the morning. All craft brew products must be made on the property to be eligible for sale to customers.

Increase in Available Class 4 Liquor Licenses: The Sweet and Savory Spot
Board to consider an ordinance increasing the number of available Class 4 liquor licenses by one (1) for The Sweet and Savory Spot, 15 South Cass Avenue.
Background of Subject Matter
The Sweet and Savory Spot has submitted an application for a Class 4 liquor license which allows them to offer the retail sale of beer and wine for both on and off premises consumption.
Additional Background
The current owners of The Sweet and Savory Spot previously held a liquor license in Westmont when they were located on North Cass Avenue a few years ago. They are seeking a license in order to provide the same amenities their previous location offered.

Architectural Services Agreement for Interior of new Public Works Facility
Board to consider an ordinance authorizing an Architectural Services Agreement with Joel Berman Architectural and Design Ltd. for interior design of the new Public Works Facility located at 55 East Burlington Avenue.
Background of Subject Matter
Based on the recommendations from the 2016 Public Works Needs Assessment Study by AECOM, we request to approve the Architectural Services Agreement with Joel Berman Architecture and Design Ltd. for the sum of $9,000 for the new Public Works Facility.
Additional Background
The new facility will be built on the Village owned property of 55 East Burlington. The agreement includes design services, construction document services, bidding & construction administration.
Recommendation
Staff recommends approval of this proposal in the amount of $9,000 for Architectural Services for the new Public Works Facility

A Resolution in Support of Senate Bill 2280
Board to consider a resolution to support a ban on the retail sale of animals obtained from commercial breeders as outlined in Illinois Senate Bill 2280.

Board to consider an ordinance approving two Compromise Agreements which settle two tax rate objection cases.  
Background of Subject Matter
The first Compromise Agreement settles Case No. 2007 TO 3 for $15,000.00 The second Compromise Agreement settles Case No. 2008 TO 10 for $5,000.00
Additional Background
The Village has denied liability in these cases, but these settlements represent a substantial reduction of potential liability and will eliminate attorneys' fees in defending these cases.
