Increase in Available Class 23 Liquor Licenses

Board to consider an ordinance increasing the number of available Class 23 liquor licenses by one (1) for Westmont Management LLC d/b/a El Delfin Seafood Bar & Grill at 6010 S. Cass Avenue Westmont, IL. 

Background of Subject Matter
Westmont Management LLC d/b/a El Delfin Seafood Bar and Grill, 6010 S. Cass Ave. submitted an application for a Class 23 liquor license in August, 2021. The Board previously reduced the 365 day waiting period to 6 months due to a change in ownership.
Additional Background
A Class 23 license is required to provide/allow video gaming by the Illinois Gaming Board. El Delfin Seafood Bar & Grill wishes to provide video gaming as an amenity to customers. The primary business will continue to be that of a restaurant.
Recommendation
The Board must determine to increase the number of Class 23 licenses by one (1) if desired. The number of Class 23 licenses is capped as previously discussed by the Board. El Delfin Seafood Bar & Grill has been serving alcohol since February of 2021.

Water Deposit Text Amendment

Board to consider an ordinance approving the following text amendments to the Westmont Code of Ordinances:

  1. Amendment to Section 82-55 adjusting the amount of deposits for Fire Hydrant meter deposits.
  2. Amendment to Section 82-152 adjusting the amount of water deposits and the process for refunding deposits.

This is to provide standardization prior to implementing our new Utility Billing Software.
