Hotel/Motel Grant Request - FMC Natatorium

Board to consider a motion awarding a Hotel/Motel Grant request in the amount not to exceed $25,000 to the FMC Aquatic Opportunities.

Background of Subject Matter
The request from FMC Natatorium, along with a separate grant from the County will assist them in attracting more national events to the natatorium. This money will be used to purchase bleachers for athletes.
Additional Background
This is separate from the community-wide Hotel/Motel grant requests used for specific events.

Holy Trinity Parish Center and Planned Development

Board to consider ordinances approving requests from The Diocese of Joliet and Holy Trinity Catholic Parish regarding the properties located at 111 South Cass Avenue (see additional included properties listed below), for the following:

Main Parish Campus (111 S Cass Ave, 25 E Richmond St, 108, 110 and 126 S Linden Ave)

1.  Map Amendment to rezone from B-1 Limited Business District and R-3 Single Family Detached Residential District to R-4 General Residence District.

2.  Special Use Permit for a Religious Institution.

3.  Special Use Permit for two (2) electronic message board signs.

4.  Variances to allow existing nonconforming buildings to encroach into front yard, side yard adjoining a street, side yard, and rear yard.

5.  Variance to allow a new parish center to encroach into the rear yard adjoining Linden Avenue.

6.  Variance to increase the maximum allowable size and depth of a detached garage.

7.  Preliminary and Final Plat of Subdivision to consolidate multiple lots.

8.  Site and Landscaping Plan.

9.  Masonry construction Waiver.

Background of Subject Matter
The petitioner proposes construction of a new parish center, reconstruction of a detached garage, and other improvements. Requests include necessary rezoning, special use permits, variances, plats, site plans, waivers, and planned development approvals.
Additional Background
At its meeting on September 14, 2022, the Planning and Zoning Commission recommended approval of these items, and authorized minor revisions to both the Preliminary Plans and Final Plats prior to Board consideration. Plans reflect these revisions.

Engineering Agreement - Phase II Engineering for the North Elevated Water Storage Tank

Board to consider an ordinance authorizing an engineering agreement with Baxter & Woodman, Incorporated for Phase 2 Design Engineering for the North Elevated Water Storage Tank Project.

Background of Subject Matter
Request to approve the sum of $95,700.00 for Phase 2 Design Engineering for the North Elevated Water Storage Tank Project.
Additional Background
Baxter & Woodman have already began the work on this project and it includes the design of and bidding services for the new 1.0 million gallon waterspheroid elevated water storage tank that is to be located on Lot 2 off of 909 Oakmont Drive.
Recommendation
Staff recommends approval of this proposal in the amount of $95,700.00 for Phase 2 Design Engineering.

d.

Transfer of Warwick Properties to Park District

Board to consider a resolution authorizing the transfer of properties located at 412, 414, 415, 416, and 417 N. Warwick Avenue to the Westmont Park District as required by a previously approved Intergovernmental Agreement.  

Background of Subject Matter
The Village & the Park District entered into an IGA in 2018 which provided, among other things, that the Village would construct stormwater improvements on these Warwick properties, and then transfer ownership of these properties to the Park District.
Additional Background
The Local Government Property Transfer Act authorizes this transfer of properties and requires a resolution approved by 2/3rds of the Trustees then holding office.

Amendment to Administrative Code Hearing System

Board to consider an ordinance amending Chapter 1, Article II of the Westmont Code of Ordinances to allow for the adjudication of violations of Chapter 74, Taxation, through the Administrative Code Hearing System. 

Background of Subject Matter
This proposal amends Section 1-100 of the Village Code to add Chapter 74, Taxation, to the list of chapters of the Village Code for which the Village can adjudicate violations through the administrative adjudication hearing process.
Additional Background
The Village specifically wants to pursue administratively adjudication against violators who fail to pay Places for Eating Tax, as current collection methods have not been successful or efficient.
