Plima Company - Therapeutic Massage - 15 N Cass Ave

Board to consider ordinances approving the following requests from Plima Company d/b/a Plima Massage Boutique to conduct a therapeutic massage business at 15 N Cass Avenue:

  1. Increase the number of available massage establishment licenses by one (1), and issue said license to Plima Company.
  2. Approving a B-1 Development Permit to Plima Company  to operate a therapeutic massage business.     
Background of Subject Matter
Marina Savic of Plima Co. has submitted an application for a massage establishment license. The background did not disclose a reason to deny the applicant of this license. She will be only employee/ owner of Plima Company & occupy a single 100 sqft room.
Additional Background
A B-1 Development Permit is required for this business. No other zoning approval is required.
Recommendation
The B-1 Permit was originally tabled from the August 26, 2021 Village Board meeting in order to process a concurrent approval with the required Massage License.

B-1 Permit - Medical Clinic at 16 West Burlington Avenue

Board to consider an ordinance approving a B-1 Development Permit for Burlington Health Systems LLC, to operate a medical clinic at 16 West Burlington Avenue.

Background of Subject Matter
Dr. Ahmed Hussain wishes to operate a behavioral health clinic on the ground floor of the recently renovated property he owns at 16 West Burlington Avenue.
Additional Background
Approved 03/25/21, Ordinance 2021-029 reclassified Medical Clinics from a Special Use to a Permitted Use in the B-1 District. No additional zoning approvals are required. Inspections will be scheduled for a business license if the B-1 Permit is approved.

Award of Bid Proposal - 2021 Addington Plaza Project

Board to consider an ordinance awarding the bid proposal from Vixen Construction for the Village's 2021 Addington Plaza Project, and authorizing a contract consistent with the bid documents.

Background of Subject Matter
The Village accepted bid proposals from 3 contractors for the 2021 Addington Plaza Project. The low bidder is Vixen Construction with a low bid of $875,000.00.
Additional Background
Addington Plaza is the first step in the larger Quincy Streetscape Project. We will be dedicating the plaza in memory of former Village Mayor & Trustee James Addington on Wednesday, November 10th as part of our 100th Anniversary Celebration.
Recommendation
Staff recommends awarding the contract to Vixen Construction for $875,000.00.
