Reduction of Available Class 2 Licenses

Board to consider an ordinance reducing the number of available Class 2 liquor licenses by one. 

Background of Subject Matter
On August 31, 2023, Liquor Commissioner Gunter declared Harold's Shrimp and Chicken Liquor License (000908-2021) as lapsed per Ord Sec. 10-43. As such, the license is no longer valid and they are not allowed to sell/serve alcohol.
Additional Background
Harold's Shrimp and Chicken's State of Illinois liquor license expired on July 31, 2023 and is no longer valid either. The board is asked to reduce the number of available Class 2 Liquor Licenses by one due to the liquor commissioner's declaration.

B-1 Development Permit - 7 S Lincoln St

Board to consider an ordinance approving a B-1 Development Permit for Nifein Mikhaiel d/b/a Shop 4 Less to operate a minimart at 7 South Lincoln Street.

Background of Subject Matter
The applicant will be renting an approximately 600 square foot building at 7 South Lincoln Street for a minimart.
Additional Background
The minimart will be offering items such as produce, lottery tickets, dairy, snacks, auto accessories, and dry goods. Hours of operation will typically be 7am-9pm everyday. Two employees are anticipated.

Resolution authorizing staff to apply for a Safe Routes to School Grant

Board to consider a resolution authorizing staff to apply for a Safe Routes to School grant to make safety improvements, including filling in sidewalk gaps and ADA ramps improvements, in the vicinity of Westview Hills Middle School, as well as committing matching funds as required by the grant.  

Background of Subject Matter
Sidewalk gaps along 65th Street, 64th Street, Ridge Road and Richmond Avenue will be completed, as well as ADA ramps included in the project limits.
Additional Background
The Village commits to providing matching funds for the project in the amount of 20% of the total project cost subject to the maximum federal match of 80% of the project costs not to exceed $250,000.

Interim Finance Director

Board to consider an ordinance approving an agreement with GovTempsUSA to provide interim Finance Director services.

Background of Subject Matter
It is currently expected that the Finance Director position will be filled on an interim basis through the end of the Fiscal Year, at which time we expect to have hired an employee to fill that role.

Appointment of Village Treasurer

Board to consider an ordinance appointing an Interim Treasurer until a permanent Finance Director is hired.

Background of Subject Matter
Per Village Code the Finance Director serves as the Village Treasurer. The Director position will be filled with an interim Director, but permission is sought to appoint another employee as Village Treasurer until a Director is hired.
Additional Background
In addition to other statutory duties, the Treasurer maintains bank accounts for Village and Pension Boards, and is a required signer on the pension account. Best practice suggests not placing a contracted interim employee on a bank account.

Appointment of Attorney

Board to consider a motion approving the Mayor's appointment of John Zemenak of the Law Office of John Zemenak, LLC as Village Attorney.

Background of Subject Matter
Attorney Zemenak has served as the Village Attorney for 23 years & has now established his own law firm. The Mayor has appointed Mr. Zemenak & his new law firm as the Village Attorney, & seeks Village Board approval of this appointment.
Additional Background
Attorney Zemenak's practice will focus almost exclusively on representing the Village, which should result in more efficient & effective services. Billing rates will remain unchanged.
