Wicked West Fest Halloween Events

Board to consider an ordinance approving the following requests for the Westmont Chamber of Commerce sponsored Trick or Treat Trail event on Saturday, October 22, 2022 from 8:00am to 1:00pm:

  2. Street Closures - Cass Avenue from Burlington to Naperville, Irving and Norfolk from Cass side Alley
  3. Live Amplified Sound Permit

The event is scheduled for October 22, 2022. This is an annual event that has grown considerably in recent years.
Additional Background
Activities will consist of foot races, costume contests, Trick-or-Treating, Trunk-or-Treating, pumpkin smashing, and casket races.

Westmont Park District Winter Beerfest - 2023

Board to consider an ordinance approving the following requests from the Westmont Park District for the 2022 Winter Beer Festival to be held on February 18, 2023:

Background of Subject Matter
The Westmont Park District will host the Winter Beer Festival, Feb. 18, 2023 at Ty Warner Park from 2pm - 7pm. The participants will have access to 2oz pours of beer to sample. The event is fenced in and will take place in a large tent.

Board to consider a proclamation declaring the week of September 11-17 2022 as Chamber of Commerce Week in Westmont, Illinois celebrating the work of the Westmont Chamber of Commerce and Tourism Bureau and the services provided to our community.

Reduction of Available Liquor Licenses

Board to consider an ordinance reducing the number of available Class 1 and Class 23 Liquor Licenses each by one (1) due to a liquor license forfeiture by Westmont Management LLC d/b/a El Delfin Mexican Seafood Restaurant at 6010 S. Cass Avenue Westmont, IL. 

Background of Subject Matter
El Delfin Mexican Restaurant at 6010 S. Cass Ave. has cease to do business and their liquor licenses were deemed forfeited by the Liquor Commissioner in August, 2022.
Additional Background
The board is asked to reduce the number of available Class 1 and Class 23 liquor licenses by one (1) each due to the forfeiture of liquor licenses for Westmont Management d/b/a El Delfin Mexican Seafood Restaurant. Gaming terminals have been removed.

Board to consider an ordinance increasing the number of available Class 1 liquor licenses by one (1) for Candy Enterprises Inc. d/b/a Mrs. T's Pizza & Pub at 2 W. Naperville Road Westmont, IL. 

Background of Subject Matter
Candy Enterprises has applied for a Class 1 liquor license for Mrs. T's Pizza & Pub at 2 W. Naperville Rd Westmont, IL. A background review has been completed and Mrs. T's Pizza & Pub is eligible to receive a Westmont Liquor License.

Mrs. T's is relocating from Downers Grove, IL to Westmont at 2 W. Naperville Rd.

Temporary Class 14 Liquor License

Board to consider an ordinance approving the Liquor Commissioner's issuance of a temporary Class 14 Liquor License to Suburbanite Bowl, Inc., 201 West Ogden Avenue, Westmont, IL 60559.  

Background of Subject Matter
Due to a change in the ownership, a temporary liquor license is required to allow for the uninterrupted sale and service of alcohol for a 90 day period.

A formal background check will be conducted before the issuance of a permanent license to Suburbanite Bowl, Inc.

B-1 Permit - Lynn Architects at 8 North Cass Avenue

Board to consider an ordinance approving a B-1 Development Permit for Lynn Architects, LLC, to operate an architectural design office at 8 North Cass Avenue.

Background of Subject Matter
Mr. Michael Lynn requests approval to relocate his architectural office currently located in Elmhurst. The business has three full-time and two part-time employees.
Additional Background
The 686 square-foot vacant space was previously occupied by a tailor. An office is a permitted use in the B-1 Zoning District without a Special Use Permit Approval when the floor area is under 1,000 square feet.

Award of Bid Proposal - Quincy Streetscape Project

Board to consider an ordinance awarding the bid proposal from R.W. Dunteman, Company for the Quincy Streetscape Project and authorizing a contract consistent with the bid documents. 

Background of Subject Matter
The Village accepted bids from five contractors for the Quincy Streetscape Project. The low bidder was R.W. Dunteman, Co. with a corrected low bid of $2,315,059.93, which is 8.91% below the Engineer's Estimate of $2,541,633.73.
Additional Background
R.W. Dunteman, Co., was awarded the CBD Alley G bid and the two projects will be coordinated. The Village is working with Quincy Station and Richmond Station to address parking and refuse collection during project construction.
Recommendation
Staff recommends awarding the bid for an amount not to exceed $2,315,059.63 to R.W. Dunteman, Co.

Engineering Agreement - Quincy Streetscape Phase 3

Board to consider an ordinance authorizing an engineering agreement with Primera Engineering for Phase 3 Construction Engineering Services for the Quincy Streetscape Project.

Background of Subject Matter
Request to approve the sum of $204,693.50 for Phase 3 Construction Engineering for the Quincy Streetscape Project.
Additional Background
This project will include installation of a new curbline for Quincy and Lincoln Streets, and the installation of new streetlights, water main, storm sewers and street furniture. The roadside will be constructed of permeable pavers.
Recommendation
Staff recommends approval of this proposal in the amount of $204,693.50 for Phase 3 Construction Engineering.

Agreement for Commercial Film Shoot

Board to consider an ordinance approving an agreement with Radical Media to perform a commercial film shoot in the Village of Westmont.

Background of Subject Matter
Radical Media wishes to shoot a Toyota commercial in the Village during the week of 9/12, and requires various temporary street closures, traffic control, use of parking lots, etc.
Additional Background
This agreement identifies the needs of the production company, the tasks required of police, fire, and public works, and the payments due to the Village for allowing this filming.

Board to consider an ordinance approving an Intergovernmental Agreement with DuPage County for an Interoperable Radio System.

Background of Subject Matter
The Village and the County's ETSB collaborate on effective responses to 911 calls through an interoperable radio system. This IGA provides terms and costs for replacement radios and related equipment for use by Westmont's first responders.
