Board to consider an ordinance approving the 2018 Westmont Fall Wine Festival with the following requests: 
  1. Amplified Sound Permit
  2. Partial Street Closure at 10 W. Quincy Street on Oct. 6 from 7 a.m. to 11 p.m.
  3. Tent Permit Fee Waiver
Background of Subject Matter
2017 was the first year for this event, which was very successful. The event is co-hosted and coordinated by Westmont Special Events, Dolce's, and Shaw Media. All requests are similar to last year.
Recommendation
Staff recommends approval for consent agenda.

a.
5708 Western Ave - Disconnection
Board to consider an ordinance approving the following request from Gregory Morris to disconnect the subject lot from the Village of Westmont in order to allow annexation to the Village of Clarendon Hills.
Background of Subject Matter
The property owner owns two adjacent properties, one lot with a house in Clarendon Hills, and one undeveloped lot in Westmont. He would like to disconnect his undeveloped Westmont property, and then annex to Clarendon Hills and consolidate the lots.
Recommendation
Staff has met with Clarendon Hills and both Villages support the request. The applicant meets all state statute requirements.

509 N. Warwick - Lot Width Variance And Preliminary Plat
Board to consider an ordinance regarding the property located at 509 North Warwick Drive, Westmont, IL 60559 for the following:
  1. Zoning Code Variance request to allow the creation of two lots with substandard lot widths in the R-3 Single Family Detached Residence District. 
  2. Preliminary Plat of Subdivision request to split one lot into two buildable lots in the R-3 Single Family Detached Residence District.
Background of Subject Matter
Applicant requests a variance and subdivision approval for a project that received similar approvals in 2006. Since that time, an ownership change and amended lot widths required reapplication for approvals.
Additional Background
Planning & Zoning Commission discussed issues including stormwater management and the overall effect in a known low depressional area, the unequal lot split, and the character of the neighborhood.
Recommendation
The recommendation to the Village Board obtained a 3-1 positive vote, but failed to pass as the approval must have a minimum of 4 positive votes. Draft minutes from the discussion are attached.

700 Oakmont - Ryan Companies And Laurel BMW
Board to consider an ordinance approving a request from the Ryan Companies and Laurel BMW to extend the permission for temporary parking in the O/R Office Research District.
Background of Subject Matter
In June, temporary parking was granted on a currently unused parking lot while the Ryan Companies are seeking development approvals to renovate the building & property at 700 Oakmont. BMW is requesting an extension to this approval through December 2018.
Additional Background
BMW at 430 E Ogden is building a new auto dealership & has leased parking spaces at 700 Oakmont to store inventory at this location temporarily during construction. Construction has run slightly behind schedule & an extension is requested.
