Board to consider an ordinance approving a B-1 Development Permit for Jacinto Tequimila, d/b/a  J-TRACK-VNUTRITION to operate a food store at 4 West Burlington Avenue. 

Background of Subject Matter
The applicant will be renting out the space at 4 West Burlington Avenue to sell energy teas, pre-workout, hydration beverages, and nutritional shakes.
Additional Background
Hours of operations will typically be 5:30am to 1pm, Monday through Friday, 6am to 1pm on Saturday, and 7am to 1pm on Sunday.

Board to consider an ordinance approving a B-1 Development Permit for Rocio Hernandez d/b/a Roci Hair Salon to operate a hair salon at 10 West Burlington Avenue, Unit 10B.

Background of Subject Matter
The applicant will be renting a 724 square foot space for a hair salon at the western corner of the building.
Additional Background
Hours of operation will typically be 10am to 7pm Monday through Friday, and 9am to 6pm on Saturday. Two employees are anticipated.

Special Use Permit - 1111 Pasquinelli Dr Suite 600

Board to consider an ordinance approving a Special Use Permit request by ADT, LLC, regarding the property at 1111 Pasquinelli Drive, Suite 600, to operate business offices with accessory material distribution and warehousing in the O/R Office Research District.

Background of Subject Matter
The petitioner is requesting a Special Use Permit for the accessory material distribution and warehousing use. The Special Use Permit also specifies fifteen parking spaces dedicated to commercial vehicle parking.
Additional Background
Approximately fifteen percent of the space will be dedicated for warehousing and material distribution.
Recommendation
At its meeting on August 9, 2023 the Planning and Zoning Commission recommended unanimous approval of this item.

Special Use Permit - 600 Oakmont Lane, Suite 650

Board to consider an ordinance approving a Special Use Permit request by Midwest Mechanical Group, LLC, regarding the property located at 600 Oakmont Lane, Suite 650, to operate business offices with accessory warehousing and distribution in the O/R Office Research District.

Background of Subject Matter
The petitioner is requesting a Special Use Permit to operate accessory warehousing and distribution in addition to business offices.
Additional Background
Approximately eight percent of the space will be utilized for warehousing and distribution. No commercial vehicle parking is being proposed.
Recommendation
At its meeting on August 9, 2023, the Planning and Zoning Commission recommended unanimous approval of this item.

Award of Proposal - Water Rate Study

Board to consider an ordinance authorizing an agreement with Raftelis Financial Consultants, Inc. for the Water Rate Study in an amount not to exceed $38,710.

Background of Subject Matter
The Village issued a Request for Proposal for a Water Rate Study on 6/1/2023. Three vendors submitted proposals. Raftelis submitted the lowest cost proposal and met in-person with Village staff for a successful interview on 8/3/2023.
Additional Background
The services to be provided include an onsite Stakeholder Engagement meeting, financial plan development, utility cost-of-service analysis, rate design and analysis of bill impacts, rate model development, and reports and presentations.
