Fence Variance - 240 South Washington Street

Board to consider an ordinance approving a request from Amanda Szymski & Brandon Holl, regarding the property at 240 South Washington Street, for a Zoning Ordinance Variance to allow a six foot solid fence in a required side yard adjoining a street setback.

Background of Subject Matter
The petitioners are proposing to construct a six foot solid fence within a required side yard adjoining a street setback. The fence accommodates a visibility triangle at the alleyway to improve pedestrian and vehicular interaction and safety.
Additional Background
The request includes the following condition; "any plantings or objects placed within the southwest corner vision triangle adjacent to the alley shall not exceed twenty-four (24) inches in height" to ensure visibility at the alley is maintained.
Recommendation
At its meeting on July 12, 2023, the Planning and Zoning Commission unanimously recommended approval of this item with the attached condition.

West Hills Community Church - Special Use Permit - 213 East 55th Street

Board to consider an ordinance approving a Special Use Permit request by West Hills Community Church, 213 East 55th Street, for an existing religious institution with outdoor recreation fields in the R-3 Single Family Detached Residence District.

Background of Subject Matter
The petitioner is requesting a Special Use Permit approval to secure and operate an existing religious institution and to permit the use of unused outdoor open space for onsite recreation fields with local soccer teams.
Additional Background
Initially proposed with temporary outdoor lighting for the fields, the request for lighting was withdrawn in response to concerns raised by neighboring residents. Other concerns resulted in the recommendation of special conditions for SUP approval.
Recommendation
At its meeting on July 12, 2023, the Planning and Zoning Commission recommended unanimous approval of this item with several conditions attached, as referenced in the Board Memo.

Award of Bid Proposal - Residential Alley 12N Reconstruction

Board to consider an ordinance approving the bid and awarding the construction contract to Chicagoland Paving Contractors, Inc. for the Residential Alley 12N Reconstruction project.  

Background of Subject Matter
The Village accepted bid proposals from three contractors for the project. The low bidder was Chicagoland Paving Contractors, Inc. with a low bid of $950,000.00. The low bid was approximately 7.7% lower than the Engineer's Estimate of $1,029,075.00.
Additional Background
This project includes the reconstruction of Residential Alley 12N, from Naperville Rd to Burlington Ave, between Park and Williams. The alley will be reconstructed with asphalt pavement, concrete edge restraint, storm sewer and associated restoration.
