Board to conduct a public hearing for the Fiscal Year 2021-2022 Appropriations Ordinance.

Background of Subject Matter
In accordance with state statute, the Village must adopt an appropriation ordinance during the first quarter of the fiscal year. The appropriation ordinance is the legal limit of the maximum amount that can be spent if sufficient funds are available.
Additional Background
The appropriation ordinance should exceed the expected amount to be spent. The budget is the financial plan of what the Village intends to spend; this appropriation ordinance is the legal limit that can possibly be spent if changes are necessary.

B1 Permit - Dr. Annie Ubatuba At 100 South Cass Avenue - Elevations

Board to consider an ordinance approving an amended B-1 Development Permit for Dr. Annie Ubatuba, DVM, to renovate the exterior of the building located at 100 South Cass Avenue.

Background of Subject Matter
On November 4, 2021, the Board approved a Special Use Permit, Variance, and B-1 Development Permit for an animal clinic at 100 South Cass Avenue. Currently undergoing interior renovations, the petitioner now proposes facade improvements to the exterior.
Additional Background
The mansard roof will be removed, and brick elevations restored with new storefronts/windows. Design is consistent with the Downtown Design Guidelines. Building enhancements may be approved in accordance with 7.02(F)(2) and (3) through a B1 Permit.

Reduction in available Class 2 Liquor Licenses

Board to consider an ordinance reducing the number of available Class 2 Liquor Licenses by one (1) due to the forfeiture of a Class 2 Liquor License by Moskva Caffe LLC., 13 N. Cass Avenue. 

Background of Subject Matter
Moskva Caffe LLC., 13 N. Cass Ave, ceased to do business including sale and service of alcohol. They forfeited the local and State liquor license as a result.
Additional Background
The Board is asked to reduce the number of available Class 2 liquor licenses by one due to the closure of Moskva Caffe LLC., 13 N. Cass Avenue.

Award of Bid Proposal - 2022 61st Street and Cumnor Road Basin Improvements

Board to consider an ordinance awarding the bid proposal from V3 Construction Group for the 2022 61st Street and Cumnor Road Basin Improvements and authorizing a contract consistent with the bid documents.  

Background of Subject Matter
The Village accepted bid proposals from 6 contractors for the 2022 61st street and Cumnor Road Basin Project. The Low bidder was V3 Construction with a low bid of $657,500.00 ( approx 15% below Engineer's Estimate of $782,000.00).
Additional Background
The Village received a grant for DuPage County Storm water management for $134,211 which equates to about 25% of the project.
Recommendation
Staff recommends awarding the bid of $657,500.00 to V3 Construction.

Board to consider an ordinance awarding the bid proposal from Schroeder Asphalt Service, Inc. for the Village's 2022 MFT Resurfacing Project (MFT#BLR 14220_2022) and authorizing a contract consistent with the bid documents.

Background of Subject Matter
The Village accepted bid proposals from 5 contractors for the 2022 MFT Resurfacing Project. The low bidder is Schroeder Asphalt Services, Inc. with a total bid of $1,671,981.18. This is below the Engineer's Cost Estimate of $1,801,255.50.

Staff recommends awarding the contract to Schroeder Asphalt Services, Inc. with a bid of $1,671,981.18.

Board to consider an ordinance approving an agreement with Flock Group, Inc. to use its license plate detection technology and related services.

Background of Subject Matter
This agreement allows the Police Department to purchase and install 8 cameras and related technology for the purpose of capturing video and audio footage and images of suspect vehicles for law enforcement purposes.

Amend Sections 78-219 and 78-226 of the Code of Ordinances

Board to consider an ordinance amending Sections 78-219 and 78-226 of the Westmont Municipal Code to amend the list of stop intersections and yield intersections in the Village.  


Background of Subject Matter
This amendment will authorize the Village to replace the yield signs with stop signs where, Linden, Warwick, and Wilmette intersect with Burlington Avenue.

Water Rate Text Amendment

Board to consider an ordinance approving a text amendment to Chapter 82, Article IV, Division 2 of the Westmont Code of Ordinances.

Background of Subject Matter
This change would allow water rates to change administratively by passing through increases in rates from our supplier and providing for a 2.5% inflationary increase for Village distribution costs. Out-of-town rates will be 150% of in-town rates.
Additional Background
Our supplier announced a $0.21 per 1,000 gallons increase. The Village's previous plan called for specific infrastructure increases followed by inflationary increases, but other revenues let us skip the infrastructure increases.
