Hotel/Motel Grant Request - Park District - Concerts in the Park

Board to consider a motion awarding a Hotel/Motel Grant in the amount of $2,500 to the Westmont Park District for the Concerts in the Park events.

Background of Subject Matter
The Concerts in the Park events draw attendees from the community and neighboring towns. The Park District will use a portion of these funds to promote the event.
Additional Background
If all grants on this agenda are approved, the Park District will have been awarded a total of $7,500 of the Community-Wide funds. We will have an additional $17,500 remaining in the Fiscal Year budget.

Hotel/Motel Grant Request - Park District - Summer Musical

Board to consider a motion awarding a Hotel/Motel Grant in the amount of $2,500 to the Westmont Park District for the Summer Musical event.

Background of Subject Matter
The Progressive Village Performance Network performs a musical that brings people to the Village. Traditionally the event offers six shows, which average 350 people per show, with 40% of those individuals coming from outside of Westmont.
Additional Background
If all grants on this agenda are approved, the Park District will have been awarded a total of $7,500 of the Community-Wide funds. We will have an additional $17,500 remaining in the Fiscal Year budget.

Hotel/Motel Grant Request - Park District - Haunted Forest

Board to consider a motion awarding a Hotel/Motel Grant in the amount of $2,500 to the Westmont Park District for the Haunted Forest event.

Background of Subject Matter
The Haunted Forest event began in 2006. In prior years the event had over 1,000 participants, including visitors from 21 communities in addition to Westmont. The money will be used to allow more elaborate sets, better costumes and more realistic props.

Hotel/Motel Grant Request - Park District - Holly Days

Board to consider a motion awarding a Hotel/Motel Grant in the amount of $5,000 to the Westmont Park District to assist in Holly Days.

Background of Subject Matter
This grant is awarded to the Park District to support the Holly Days community event, which attracts visitors to the Village.
Additional Background
The budget specifically identifies this grant. Unlike the general community grants, this is provided in advance of the event and is not subject to the reimbursement provisions of the general grants.

2022 Independence Day Celebration

Village Board to consider an ordinance approving the following requests from the Westmont Park District regarding the annual 4th of July Celebration at Ty Warner Park: 

  1. 4th of July special event traffic plan - Various one-ways and street closures around Ty Warner Park from 6 a.m. to 11 p.m.  
  2. Fireworks Permit fee waiver
  3. Amplified Sound Permit
  4. Tent permit fee waiver
  5. Temporary Liquor License Fee Waiver

B1 Permit - Dolce At 13 North Cass Avenue

Board to consider an ordinance approving a B-1 Development Permit for 15 W Cafe, LLC d/b/a Dolce Restaurant and Wine Bar to operate at 13 North Cass Avenue.

Background of Subject Matter
The applicant wishes to relocate an existing restaurant from 15 West Quincy Street to 13 North Cass Avenue. The restaurant will occupy the space formerly used by Moskva and Amber restaurants.
Additional Background
Preliminary floor plans indicate dining and service areas similar to previous restaurant approvals in the same space.

Ambulance Billing Services Contract

Board to consider an ordinance approving an agreement with Andres Medical Billing, Ltd. for Fire Department billing and collections.  

Background of Subject Matter
Andres Medical Billing has been the long-time billing and collection service agency for ambulance and other FD billings. Andres has reduced their fee to 4.35% of collections, down from 6% in previous years.

Award of Bid Proposal - 2022 CBD Alley Reconstruction Project Section H

Board to consider an ordinance authorizing an engineering agreement with Thomas Engineering for Phase 1 & 2 design Engineering for the 2022 CBD Alley Reconstruction Project Section H.

Background of Subject Matter
Request to approve the sum of $67,525.00 for Ph 1&2 Design Engineering for the 2022 Alley H Reconstruction, which runs from Richmond St to Des Moines Ave between South Cass Ave and South Lincoln St.
Additional Background
This is the final alley in our CBD that will be designed using pervious concrete with brick pavers.
Recommendation
Staff recommends approval of this proposal in the amount of $67,525.00 for the Phase 1 & 2 Design Engineering.

Engineering Agreement - 2022 Lincoln/ Grant Residential Alley Reconstruction Project

Board to consider an ordinance authorizing an engineering agreement with Thomas Engineering for Phase 1 & 2 Design Engineering for the 2022 Lincoln / Grant Residential Alley Reconstruction Project. 

Background of Subject Matter
Requesting the sum of $102,885.00 for Ph 1 & 2 Design Engineering for the 2022 Lincoln / Grant Residential Alley Reconstruction Project.
Additional Background
This is the first residential reconstruction project the Village will be doing. The alley will have stormwater infrastructure and will be asphalt with a concrete ribbon on both sides of the alley.
Recommendation
Staff recommends approval of the the proposal in the amount of $102,885.00 for Ph 1 & 2 design Engineering for the 2022 Lincoln / Grant Residential Alley Reconstruction Project.
