Board to consider an ordinance permitting the following in regards to the 2018 Fourth of July Celebration at Ty Warner Park:
  • An amplified sound permit request
  • 4th of July traffic plan around Ty Warner Park
  • A Special Event Liquor License Fee Waiver
  • Tent permit fee waiver
Background of Subject Matter
This event is sponsored by Westmont Auto Mile. The Westmont Park District will sell beer and wine from 3-10pm. All requests are the same as in previous years.

a.
Dolce's Class 2 Liquor License Request
Board to consider an ordinance increasing the number of Class 2 liquor licenses by one and decreasing the number of Class 4 by one to accommodate a request from Dolce's, 15 West Quincy Street.
Background of Subject Matter
Dolce's currently holds a Class 4 liquor license which allows for the sale of beer and wine. The owners have requested a change to a Class 2 license to serve all liquors.
Additional Background
There is no change in ownership just a change in their business model to accommodate and provide better service to their customers. The main business remains that of a restaurant.

Create Brewery Tavern Liquor License
Board to consider an ordinance amending Chapter 10, Section 10-36 to create a new liquor license classification for craft brewery taverns.
Background of Subject Matter
This proposal is to create a "craft brewery tavern" liquor license classification that will allow for small-scale beer brewing, and will allow for on-site consumption and package sales of beer brewed on-site only.
Additional Background
The service of food is not required for a craft brewery tavern license. Only beer brewed on-site may be sold for on-site or off-site consumption. No more than 50% of the total floor area may be devoted to the manufacture of beer.
Recommendation
Recommended $2000 license fee.

c.
Intergovernmental Agreement with Westmont Park District
Board to consider an ordinance approving an Intergovernmental Agreement with the Westmont Park District for stormwater management purposes. 
Background of Subject Matter
This IGA addresses two cooperative stormwater management projects between the two entities. First it addresses the transfer of properties on Warwick Street from the Village to the Park District for stormwater management.
Additional Background
Second, this IGA provides for a $1 million payment from the Village to the Park District for area stormwater management issues on Park District owned property located at 660 N Blackhawk Drive.

Declare Items as Surplus Equipment
Board to consider an ordinance to declare 9 lengths of fire hose as surplus property.
Background of Subject Matter
The fire hose (as defined in the attachment) has outlived its useful life and is outdated, non-functioning, or is otherwise not economically maintainable. The hose will be sold, donated or scraped as appropriate.
Additional Background
The hose, upon being declared surplus and disposed of, will be removed from the Village's property inventory.
