Hotel/Motel Grant Request - Park District - Concerts in the Park
Board to consider a motion awarding a Hotel/Motel Grant in the amount of $2,500 to the Westmont Park District for the Concerts in the Park events.
Background of Subject Matter
The Concerts in the Park events draw attendees from the community and neighboring towns. The Park District will use these funds to secure popular, more expensive bands, that could increase the attendance.
Additional Background
If all grants on this agenda are approved, we will have an additional $7,500 (3 grants) that can be committed by October 2018, and an additional $10,000 (4 grants) that can be committed between November 2018 and April 2019, for a total $17,500 remaining.

Hotel/Motel Grant Request - Park District - Summer Musical
Board to consider a motion awarding a Hotel/Motel Grant in the amount of $2,500 to the Westmont Park District for the performance of the Summer Musical.
Background of Subject Matter
The summer musical event traditionally offers 6 shows which average 350 people per show, with 40% of those individuals coming from neighboring communities.
Additional Background
If all grants on this agenda are approved, we will have an additional $7,500 (3 grants) that can be committed by October 2018, and an additional $10,000 (4 grants) that can be committed between November 2018 and April 2019, for a total $17,500 remaining.

Hotel/Motel Grant Request - Park District - Haunted Forest
Board to consider a motion awarding a Hotel/Motel Grant in the amount of $2,500 to the Westmont Park District for the Haunted Forest event.
Background of Subject Matter
The Haunted Forest event that began in 2006. Last year the event had over a 1,100 participants, including visitors from 21 communities in addition to Westmont.

Hotel/Motel Grant Request - Park District - Holly Days
Board to consider a motion awarding a Hotel/Motel Grant in the amount of $5,000 to the Westmont Park District to assist in Holly Days.
Background of Subject Matter
This grant is awarded to the Park District to support the Holly Days community event, which attracts visitors to the Village.

433 Plaza Drive - KAMRED LLC
Board to consider an ordinance approving a request for Site and Landscaping Plan approval from KAMRED, LLC to allow a parking lot expansion in the M Manufacturing District.
Background of Subject Matter
Planning and Zoning Commission made a unanimous positive recommendation on 5/9/18.

Engineering Agreement - East Burlington Reconstruction Project
Board to consider an ordinance authorizing an engineering agreement with Thomas Engineering Group for Design Study (Phase 1 & 2) Engineering Services for the East Burlington Reconstruction Project.
Background of Subject Matter
We are seeking engineering services to realign East Burlington Avenue between Cass and Linden Avenues. Coordination is required between ComEd Utility relocate, CBD Alley Reconstruction SecD, Public Works New Facility, and future development of 1 N Cass.
Additional Background
Design services includes coordination between all entities, traffic signal modification at Cass and Burlington along with resurfacing of the 1st block of Cass Avenue.
Recommendation
Staff recommends approving the proposal in the amount of $113,360.00 for Design Phase 1 and 2 Engineering Services.

Video Gaming Text Amendment
Board to consider an ordinance amending Chapter 10, Section 10-83 and Chapter 22, Section 22-1167 to remove the 500 foot distance separation requirement for video gaming establishments.  
Background of Subject Matter
The Village originally restricted video gaming by imposing a 500ft separation requirement between establishments. The Village subsequently controlled video gaming through the liquor license process & now should remove the distance separation requirement.
Additional Background
The distance separation requirement was previously removed from the Zoning Ordinance, but was not removed from the chapters regulating liquor and business licenses.

This lot is located in unincorporated DuPage County and surrounded by incorporated lots. Westmont would provide Village services once annexed, and the lot would be zoned immediately to R-1 upon annexation.
