Board to consider an ordinance approving the following requests for the Westmont Spring Fling Red, White & BBQ Festival hosted by the Westmont Lions Foundation, May 26 - May 28, 2023:

This is a festival held by Westmont Lions Foundation which serves as a fundraiser to fund service projects in the local community and beyond.

Cruisin' Nights is hosted by WSEC and is a festival-style car show similar to previous years. Live entertainment is provided on Cass Avenue. The event is popular and provides a great opportunity for local businesses.

Street Closures: Cass Avenue from Burlington to Naperville Road; side streets 1 block east & west of the event. Public parking allowed at the parking lots at Cass/Burlington, Irving/Lincoln and side streets including Burlington.

WSEC will be hosting the annual Taste of Westmont July 13-16, 2023 in Downtown Westmont on Cass Avenue from Naperville Road to Burlington Avenue. This 4 day street festival is an annual event.

The layout is similar to previous years. Street closings begin on July 12th at 6:00pm through July 17th at 7:00 a.m.

Increase in Available Class 4 Liquor Licenses

Board to consider an ordinance increasing the number of available Class 4 liquor licenses by one for Taqueria El  Ranchito Inc. 323 W. 63rd Street Westmont, IL .  

Background of Subject Matter
Taqueria El Ranchito Inc. has applied for a Class 4 liquor license for use in their existing restaurant. They plan on serving beer and wine only at this time. A background review indicated that they are eligible to receive a license.
Additional Background
Their liquor service will include packaged goods for off site consumption along with on site service and consumption if desired.

Board to consider an ordinance increasing the number of available massage establishment licenses by one for Sakura Foot Massage Darien 8888 LLC, d/b/a Enjoying Massage at 6551 S. Cass Avenue.

Background of Subject Matter
Enjoying Massage at 6551 S. Cass Avenue has applied for a massage establishment license. A background review was conducted by the police department with a recommendation forwarded to the Chief of Police & Village Manager.
Additional Background
The background review and referrals all indicate there is nothing that should prevent Enjoying Massage from receiving a massage establishment license.

Final Plat - 6104 to 6154 South Cass Avenue - ENCORE

Board to consider an ordinance approving a Final Plat of Subdivision from ENCORE CW, LLC to subdivide one (1) lot into two (2) lots.

Background of Subject Matter
The Final Plat will split the existing lot into two lots of record with right-of-way dedications to both Cass Avenue and 61st Street. The plat will not be recorded until a letter of credit is provided to guarantee public improvements.

The Preliminary Plat of Subdivision was approved by the Village Board on January 26, 2023, with Ordinance No. 23-012. The Final Plat is in substantial compliance with the approved Preliminary Plat.

Illinois Fraternal Order Of Police Collective Bargaining Agreement

Board to consider an ordinance approving a Collective Bargaining Agreement by and between the Illinois Fraternal Order of Police Labor Council Westmont Lodge #63 and the Village of Westmont.

Background of Subject Matter
The Village of Westmont has been in negotiations with the IL Fraternal Order of Police Labor Council Westmont Lodge #63 on a new Collective Bargaining Agreement (CBA).
Additional Background
The Collective Bargaining Agreement will be valid beginning May 1, 2023.

Award of Bid Proposal- 2023 Westmont Sidewalk Program

Board to consider an ordinance awarding the bid proposal from RW Dunteman Company for the 2023 Westmont Sidewalk Program and authorizing a contract consistent with the accepted bid documents.  

Background of Subject Matter
The Village accepted bid proposals from six contractors for the project. The low bidder was RW Dunteman Company with a low bid of $969,300.00. The low bid was approximately 14% higher than the Engineer's Estimate of $847,940.00.
Additional Background
This project involves the construction of new sidewalks and ADA-compliant ramps on Adams St (Diane Park to 55th Pl), W 57th St (S Park to S Adams), Lindley Rd (W 57th to 55th), S Wilmette Ave (E 55th to E Dallas) and 65th St (Fairview to Schram).
Recommendation
Staff recommends awarding the bid of $969,300.00 to RW Dunteman Company.

North Elevated Water Storage Tank IEPA Loan

Board to consider an ordinance authorizing the Village of Westmont to borrow funds from the Public Water Loan Program.

Background of Subject Matter
The Village is applying for a low interest loan through the IEPA for the purpose of constructing the North Elevated Water Tower Storage Tank.
Additional Background
The loan, NTE $6,400,000, will be repaid from revenues of the water system over a twenty-year period at an estimated interest rate of 2.5%. The ordinance also authorizes the Mayor to execute loan agreements with the IEPA.
Recommendation
Recommendation to approve an Ordinance Authorizing the Village to borrow funds from the Public Water Supply Loan Program, in accordance with the loan requirements set out in 35 Ill. Adm. Code 662.

Fire Department Agreement - Zoll Medical

Board to consider an ordinance approving an agreement with Zoll Medical Corporation for lifesaving medical devices and software support for use by the Westmont Fire Department.

Background of Subject Matter
The Fire Department proposes to lease lifesaving medical devices (defibrillators, etc.) & to license related software support from Zoll. This is a 10 year lease, with an annual cost of $63,834.33.

Approval of a Three Year Extension for Audit Services with Sikich LLP

Board to consider an ordinance approving a three year extension of the Village’s independent audit firm, Sikich LLP and authorizing staff to execute an engagement letter. 

Background of Subject Matter
Attached is the proposal for auditing services for the fiscal years ending April 30, 2024, December 31, 2024, and December 31, 2025.
Additional Background
The proposed audit contract extension was discussed at the Finance and Administration Committee on 3/23/23 in addition to the change to a calendar year end.
Recommendation
Staff recommends approval of a three-year agreement between the Village of Westmont and Sikich LLP in the amount of $294,670.00.

The Local Government Travel Expense Control Act, Public Act 99-604, requires specific items be added into the Village's travel and expense policy including a specific exclusion of entertainment expenses and a threshold for Village Board approval.
