Public Hearing pursuant to the requirements of Sections 10 and 20 of the Bond Issuance Notification Act of the State of Illinois, as amended on the plans to issue General Obligation Bonds (Alternate Revenue Source), Series 2019 in the total amount not to exceed $17,500,000.
Background of Subject Matter
In accordance with the Bond Issuance Notification Act (BINA), the Village must hold a public hearing prior to the issuance of bonds. A notice of this public hearing was published in the paper.

Board to consider an ordinance approving the following requests from the Westmont Lions Club for their proposed 2019 Oktoberfest and 5K Run event:

Background of Subject Matter
This is a new event being proposed by the Westmont Lions Club. All event details including maps can be found in the Community Events Permit Request Form.
Recommendation
Staff has reviewed all proposals.

1128 S. Williams Street - Eagle Creek Apartments
Board to consider an ordinance for site plan and landscape plan approval for Eagle Creek Apartments to permit modifications to previously approved landscaping.  
Background of Subject Matter
Eagle Creek Apartments is part of a previously approved Planned Development in the R-4 District. In 2016, a clubhouse was added. The petitioner seeks to upgrade existing landscaping in several large areas of the site.
Additional Background
Village staff has determined that since the area of disturbance exceeds 5,000 sq. ft., the petitioner must comply with the Village's site plan & landscape plan review. The petitioner seeks approval for Leasing Office patio and related landscaping.
Recommendation
Approve proposed revisions to the Site Landscaping Plan, with the following conditions of approval: comply with P&Z recommendations, provide ADA Access to grills, submit to County for stormwater permitting, & assure access to utility easements.

Revenue Bond Issuance
Board to consider authorizing the issuance of Water Revenue Bonds, Series 2019 in one or more series, of the Village of Westmont, DuPage County, Illinois in an aggregate principal amount not to exceed $7,500,000 for the purpose of financing the costs of certain water system-related capital projects within the Village and paying or costs related thereto.
Background of Subject Matter
Because the bonds for the Public Works Facility include water revenues, this ordinance is required, though the alternate revenue bonds will take the place of this revenue bond.

Service Agreement - Interactive Health
Board to consider an ordinance authorizing a service agreement with Interactive Health to provide health and wellness services for Village staff.
Background of Subject Matter
The services provided will include biometric assessments, health coaching, education, customizable incentives and health challenges to engage participants.
Additional Background
The Insurance and Health & Wellness Committees have been exploring options to replace PUSH Wellness since last fall. Interactive Health offers a more encompassing wellness platform with greater opportunities to involve staff in the program.
Recommendation
Staff recommends authorization to enter into an agreement for health and wellness services with Interactive Health.

Fire Department - Surplus Equipment
Board to consider an ordinance to declare certain Fire Department equipment as surplus Village property. 
Background of Subject Matter
The property identified on the attached list has outlived its useful life, is outdated, non-functioning or otherwise not economically maintainable. This equipment will be sold or disposed of by a method acceptable to the Village Manager.
Additional Background
This property upon being declared as surplus and disposed of, will be removed from the Village Property Inventory.

Surplus Property - Westmont Police Department
Board to consider an ordinance to declare certain Police Department equipment as surplus Village Property.  
Background of Subject Matter
The department is requesting the SMART system be declared surplus property and removed from our inventory. Once declared surplus the SMART system will be donated to a police department who will use it for parts to fix their older SMART system.
Additional Background
The SMART (Speed Monitoring Awareness Radar Trailer) system, purchased in 2007, is currently not being utilized as it is in a state of disrepair, the technology is antiquated and the speed sentry company will not accept it for credit or trade.

Re-Approval of Personnel Code Amendment
Board to consider an ordinance re-approving an amendment to the Village Code of Ordinances, Chapter 62, Personnel, Section 62-95, Holidays.
Background of Subject Matter
The Village Board approved comprehensive amendments to Chapter 62, Personnel, in January 2018. Although an amendment to Section 62-95, Holidays, was discussed, the amendment was inadvertently not added to the Personnel Code.
Additional Background
MuniCode has requested that the Village re-approve the amendment to Section 62-95 so it can codify this amendment in the online version of the Village Code.
