B-1 Permit - Tokyo Restaurant at 15 West Quincy Street

Board to consider an ordinance approving a B-1 Development Permit for Tokyo 1 LLC, to operate a restaurant at 15 West Quincy Street.

Background of Subject Matter
The applicant has purchased the building with intentions of renovating the first floor space for a sushi restaurant, including a new cooler behind the building. The restaurant will occupy the space formerly used by Dolce Restaurant and Wine Bar.
Additional Background
Hours of operation will typically be 11am to 10pm Monday thru Thursday, until 11pm on Friday and Saturday, and Sunday 12pm to 10pm. Four employees are anticipated at peak demand. Sprinklers for the entire building will be required with renovations.

Board to consider an ordinance approving a contract with James Duncan and Associates, Inc. (d/b/a Duncan) Associates to evaluate and recommend updates to the Village of Westmont Zoning Ordinance.

Duncan Associates will provide analysis and recommendations to update the outdated Zoning Ordinance including necessary public participation and presentations to boards, committees, and commissions, as required.

Engineering Agreement- Farmingdale Streetlights Phase 2 Design Engineering

Board to consider an ordinance authorizing an engineering agreement with Primera Engineering for Phase 2 Design Engineering services for the Farmingdale Streetlight Improvement project.  

Background of Subject Matter
Request to approve the sum of $50,000.00 for Phase 2 Design Engineering services for the Farmingdale Streetlight Improvement project.
Additional Background
This project will include new conduit and cabling, lighting controllers, Dark Sky compliant fixtures and replacement of concrete poles with Village standard poles. The project will be constructed in two phases over the next two fiscal years.
Recommendation
Staff recommends approval of this proposal in the amount of $50,000.00 for Phase 2 Design Engineering.

Engineering Agreement - Phase 2 Design Engineering for Proposed Salt Dome

Board to consider an ordinance authorizing an engineering agreement with Primera Engineering for Phase 2 Design Engineering services for a proposed new salt dome located on the Village's property at 328 S. Wilmette.

Request to approve the sum of $37,850.00 for Phase 2 Design Engineering for the proposed salt dome project.
Additional Background
This project will include a new salt storage facility with capacity of 1500 tons, bulk storage bins, automatic gates, greenhouse and improvements to the drives and parking areas. Site planning will also accommodate future replacement of the water tank.
Recommendation
Staff recommends approval of this proposal in the amount of $37,850.00 for Phase 2 Design Engineering.

Approval of Change Order #1- 57th Street Stormwater Improvement Project

Board to consider an ordinance approving Change Order #1 to the 57th Street Stormwater Improvement Project- Phase 1 and Phase 2 Engineering Services, to Engineering Solutions Team, Inc. for an amount not to exceed $8,280 and a total award of $67,280.

Background of Subject Matter
The consultant has requested an amendment to the original contract based on several changes in scope that occurred during the design process, such as elimination of some previously-contemplated design alternatives and permitting fees to DuPage County.
Additional Background
The above Change Order #1 represents a not to exceed value. The original awarded contract amount was $59,000.
Recommendation
Staff recommends approval of Change Order #1 for an amount not to exceed $8,280, and a total award of $67,280.

Award of Bid Proposal- 57th Street Storm Sewer Project

Board to consider an ordinance awarding the bid proposal from H.Linden & Sons Sewer and Water, Inc. for the 57th Street Storm Sewer Project and authorizing a contract consistent with the accepted bid documents.  

Background of Subject Matter
The Village accepted bid proposals from three contractors for the project. The low bidder was H. Linden & Sons Sewer and Water, Inc. with a low bid of $418,555.00. The low bid was approximately 0.3% lower than the Engineer's Estimate of $419,945.00.
Additional Background
This project will install new storm sewer to service properties adjacent to 57th Street between Adams to Cass. The proposed storm sewer will be deep enough to service additional properties to the south as part of a future project.
Recommendation
Staff recommends awarding the bid of $418,555.00 to H. Linden & Sons Sewer and Water, Inc.
