Lot Coverage Definition Text Amendment

Board to consider a Zoning Ordinance text amendment to the Village of Westmont Code of Ordinances, Appendix A Zoning, Article 14 Definitions, to amend the definition for lot coverage.
Background of Subject Matter
This is a proposal to eliminate stormwater content from the definition. The Planning and Zoning Commission administers policies and regulations relative to land use intensity, density, bulk, height, design criteria, aesthetics and open space.
Additional Background
Stormwater Management and Flood Control are engineering functions, and these are addressed in Chapter 34 of the Village of Westmont Municipal Code, Engineering and Flood Control.
Recommendation
The Planning and Zoning Commission voted to recommend approval.

Window Wells Text Amendment

Board to consider a Zoning Ordinance text amendment to the Village of Westmont Code of Ordinances, Appendix A Zoning, Article 4, Section 4.05(E)(39), to allow Window Wells as permitted encroachments, under certain circumstances, in all required yards in the residential zoning districts
Background of Subject Matter
A request has been made to establish a minimum distance between the outermost edge of window wells and property lines, to take into account required setbacks and minimum easement or desired easement areas, where easements are not established.
Additional Background
Future dwellings will be required to comply with the maximum of 3 feet encroachment into a required setback, provided that the 5 foot easement is maintained clear of any encroachments, providing a minimum effective side yard width of 8 feet rather than 6.
Recommendation
The Planning and Zoning Commission voted to recommend approval.

Zoning Text Amendment to Update Use Tables

Board to consider an ordinance approving Zoning Ordinance text amendments to update the use table regulations for ‘massage therapy establishments’, ‘medical or dental clinics’, and ‘health club and fitness centers’.
Background of Subject Matter
This item was presented to the Village Board on February 13, 2020, after the Planning and Zoning Commission voted to recommend approval on January 8, 2020. The Village Board considered the item and approved the motion.
Additional Background
The ordinance prepared included only changes to the definitions article of the Zoning Ordinance, but failed to include corresponding changes to the various use tables, which were discussed.
Recommendation
Planning and Zoning voted to recommend approval on January 8, 2020. Village Board approved item on February 13, 2020.
