2018 Red White & BBQ

Board to consider an ordinance approving the following requests for the 2018 Red, White, & BBQ Festival hosted by the Westmont Lions Club, May 25-27, 2018:

  1. Community events permit
  2. Liquor license fee waiver
  3. Amusement fee waiver
  4. Live amplified sound permit
  5. Tent permit fee waiver

Background of Subject Matter
The Lions Club's Red White & BBQ is the largest sanctioned BBQ competition in the State of Illinois. There are no changes to the request from last year.

2018 Race To The Flag 5K

Board to consider an ordinance approving the following requests for the 2018 Race To The Flag 5K to be held on May 27, 2018:

Background of Subject Matter
The RTTF 5K is hosted by the Westmont Park District and the People's Resource Center is the beneficiary of the fundraiser. There are no proposed changes to the request from previous years.

Board to consider an ordinance approving the following requests from the
Westmont Special Events Corporation for their 2018 Cruisin' Nights and
Street Fair events:
  1. Tent Permit Fee Waiver
  2. Live Amplified Sound Permit for event hours
  3. Street and Public Right of Way Closures 
Background of Subject Matter
WSEC Cruisin' Nights and Street Fair events will be on Thursdays, 5-9pm in June, July & Aug, 2018. Events will be downtown Westmont on Cass Ave from Naperville Rd to Burlington Ave. All requests are the same as last year.

Board to consider an ordinance approving the following requests for the 2018
U.S. Luge Slider Search Midwest Tryouts to be held on June 16 & 17, 2018:

Background of Subject Matter
The U.S. Luge Midwest Tryouts will once again be held in Westmont. There are no changes in this request from previous years.

Board to consider an ordinance approving the following requests from the Westmont Special Events Corporation for their 2018 Taste of Westmont event:

Background of Subject Matter
The WSEC will be hosting their annual Taste of Westmont July 12-15, 2018 in Downtown Westmont on Cass Avenue from Naperville Road to Burlington Avenue. All of their requests for this year are the same as last year.

Unfinished Business
a.
Nicor Franchise Agreement
Board to consider an ordinance approving a franchise agreement with Nicor to construct, operate and maintain a gas distribution system in the Village.
Background of Subject Matter
The current franchise agreement with Nicor has expired & a new agreement is required. Nicor must comply with Village right-of-way regulations, must repair any damage caused by its work & agrees to indemnify the Village for claims arising out of such work.
Additional Background
The term of this new agreement is 30 years. A separate letter agreement from Nicor will provide the Village with a cash payment in lieu of free therms of natural gas to Village-owned buildings during the term of the franchise agreement.

a.
336 W Naperville Road - Involuntary Annexation
Board to consider an ordinance approving the following request from the Village of Westmont to involuntary annex the subject lot into the Village of Westmont.
Background of Subject Matter
The lot is located in unincorporated DuPage County but surrounded by incorporated lots (Downers Grove to the north, Westmont on all other sides). Westmont would provide Village services once annexed, & request to rezone to R-3 from R-1 in the future.

138 Maple Avenue - Involuntary Annexation
Board to consider an ordinance approving the following request from the Village of Westmont to involuntary annex the subject lot into the Village of Westmont.

Felony Investigative Assistance Team Intergovernmental Police Service Agreement
Board to consider an ordinance approving a successor Intergovernmental Police Services Agreement (IPSA) between the Village of Westmont and the Felony Investigative Assistance Team (FIAT) for shared police services.
Background of Subject Matter
The current IPSA between the police department & FIAT has been in effect since 1998. After review, Intergovernmental Risk Management Agency (IRMA) proposed new language to strengthen potential liability issues that may exist for member agencies of FIAT.
Additional Background
IRMA drafted language that will protect against a member agency from being sued independently. FIAT exists only as an extension of the member agencies through the IPSA & does not carry independent liability insurance.
Recommendation
Indemnification language clarifies that a member agency requesting shared resources is responsible for indemnifying FIAT & the other agencies that contribute resources. Staff recommends approval.

Insurance Benefits Cooperative
Board to consider a Resolution approving the Village of Westmont to join a new municipal insurance benefits cooperative in which to purchase employee insurance benefits. 
Background of Subject Matter
Village Staff has met with the new prospective co-op several times since November of 2017, reviewed the plan options and pricing, discussed options with the Insurance Committee, and completed additional fact finding.
Additional Background
Conclusion: The plans are almost identical, if not better, there are new offerings, lower individual rates and lower administratives fees. The amount of staff provided for service is almost the same for a much smaller co-op; i.e. better service.
