2019 Westmont Cruisin' Nights & Street Fair
Board to consider an ordinance approving the following requests from the Westmont Special Events Corporation for their 2019 Cruisin' Nights and Street Fair events:
  1. Tent Permit Fee Waiver
  2. Live Amplified Sound Permit for event hours
  3. Street and Public Right of Way Closures 
Background of Subject Matter
Cruisin' Nights is hosted by Westmont Special Events and they have done an excellent job creating a safe event that is fun for all ages. There are no changes in their request compared to last year's event.

2019 Race To The Flag 5K
Board to consider an ordinance approving the following requests for the 2019  
Race To The Flag 5K to be held on May 26, 2019:

Background of Subject Matter
The RTTF 5K is hosted by the Westmont Park District. The People's Resource Center is the beneficiary of the fundraiser. There are no proposed changes to the request from previous years.

Board to consider an ordinance approving the following requests for the 2019 Red White & BBQ Festival hosted by the Westmont Lions Club, May 24-26, 2019:
  1.  Community events permit
  2.  Liquor license fee waiver

  4.  Live amplified sound permit
  5.  Tent permit fee waiver
Background of Subject Matter
The Lions Club's Red White & BBQ is the largest sanctioned BBQ competition in the State of Illinois. There are no changes to the request from last year. There may be some layout changes due to the construction of the natatorium.

Village Board to consider an ordinance approving the following requests regarding the annual 4th of July Celebration at Ty Warner Park:

a.
Increase in Available Class 23 Liquor Licenses
Board to consider an ordinance increasing the number of available Class 23 liquor licenses by one (1) for Zazzo's Pizza, 200 West Ogden Avenue. 
Background of Subject Matter
Zazzo's Pizza submitted an application for a Class 23 liquor license which allows them to apply for a video gaming license with the Illinois Gaming Board.
Additional Background
Zazzo's Pizza wishes to provide video gaming as an amenity to their customers. Their main business will continue to be that of a restaurant. A Class 23 license is needed before a business can seek a video gaming license from the Illinois Gaming Board.
Recommendation
Board must determine to increase the number or Class 23 license by one (1) if desired. The number of Class 23 licenses is capped as previously discussed by the Board. Zazzo's Pizza is eligible to apply for & receive a Class 23 License.

505 Blackhawk Drive - Variance Extension
Board to consider an ordinance approving an extension of a variance for lot width for property located at 505 Blackhawk Drive, Westmont.

Background of Subject Matter
A lot width variance was granted on 10/12/17, along with preliminary plat of subdivision approval. This variance expired 10/12/18 as the owner never obtained final engineering & final plat approval in order to “exercise” the variance.
Additional Background
The owner now seeks an extension of this variance. The extension is retroactive to 10/12/18, and is for an additional 12 month period until 10/12/19. The owner is working towards final engineering and final plat approval.

Parking Variance - 13 West Quincy
Board to consider ordinances approving the following requests for 13 W Quincy Street, Westmont: 
  1. An ordinance approving a Zoning Ordinance variance to reduce the number of required parking spaces.
  2. An ordinance waiving the payment of the fee-in lieu of providing the required parking spaces.
Background of Subject Matter
Mr. Rene Sturgeon,Taco Express, is moving his business to the property located at 13 W. Quincy Street. This proposed use requires a parking variance for a reduction of required parking spaces in the B-1 Limited Business District from 15 to 6 spaces.
Additional Background
The PZC unanimously recommended approval. The owner has indicated his desire to seek relief from the payment of the fee-in-lieu of providing parking as provided in the Zoning Code, section 10.06.
Recommendation
Approve the variance.

Sign Ordinance Text Amendment
Board to consider an ordinance approving the following text amendments to the Westmont Zoning Ordinance:
  1. Amendment to Appendix A, Section 11.07, "Ground Signs" of the Zoning Ordinance to permit the addition of "Freestanding Wayfinding Signs" in the O/R Office/Research zoning district.
  2. Amendment to Appendix A, Section 11.11, "Exemptions" of the zoning Ordinance to increase the size of "Directional Signs" in the O/R Office/Research zoning district.
Background of Subject Matter
Representatives of CBRE commercial real estate group submitted proposals to upgrade & expand wayfinding & directional signage for three properties in the Executive Place office park. Staff determined that although desirable, such signs could not be built.
Additional Background
Village staff and CBRE worked cooperatively to develop new sign standards for these sign types and limiting such changes to only those properties in the O/R Office Research Zoning District.

Assignment of Real Estate Contract
Board to consider an ordinance approving an assignment of real estate contract for the purchase of 25 N. Lincoln Avenue, Westmont from Westmont Apartments Development Company LLC to the Village of Westmont. 
Background of Subject Matter
This assignment allows the Village to step into the shoes of the buyer and purchase 25 N. Lincoln Avenue. Once purchased, this property will eventually be combined with adjacent properties owned by the Village and developed as additional public parking.
