Board to consider an ordinance reducing the number of Class 1 liquor licenses by one due to closure of Tap House Grill 6010 S. Cass Avenue
Background of Subject Matter
Tap House Grill did not renew their lease & ceased to do business on 01/01/2018. Their liquor license was not renewed and they have remained closed for 30 consecutive days without permission, forfeiting their liquor license. (*Ord 10-46 & 10-47)
Additional Background
The Liquor Commissioner has declared Tap House Grills Class 1 liquor license forfeited allowing the Board to reduce the current number of Class 1 liquor licenses by one.

Board to consider an ordinance reducing the number of available Class 12 Liquor Licenses by one due to the forfeiture of a liquor license by Best Western Oakbrook Inn 669 Pasquinelli Drive.
Background of Subject Matter
Best Western Oakbrook Inn ceased to offer liquor at their location as of October, 2017. They did not renew their 2018 liquor license. They have not offered or sold alcohol since October 2017. It has been declared that they have forfeited their license.
Additional Background
Board is asked to reduce the number of available Class 12 liquor license by one due to the forfeiture of the Class 12 license issued to Best Western Oakbrook Inn.

Board to consider an ordinance approving a development permit request from
Dannielle and Andrew DeWaal to allow the operation of a salon in the B-1 Limited Business District.

Background of Subject Matter
Applicant requests to operate a salon with an associated small office and retail storage. The salon is an allowed use in the B-1 District because the space is less than 1000 square feet. Additional parking is not necessary.

Ashford Subdivision 61st Street & Richmond Stormwater Detention Project
Board to consider an ordinance authorizing an engineering agreement with WBK Engineering for Design (Phase 1 and Phase 2) Engineering Services for the Ashford Subdivision 61st Street & Richmond Stormwater Detention Project.
Background of Subject Matter
Existing detention facility is almost 40 years old with large areas that are too wet to maintain and a storm sewer network that is in need of repair. Basin is identified by the County as very poor water quality.
Additional Background
WBK Engineering Proposal includes Ph1/Ph2 Design Services in the amount of $53,500. Scope includes development of additional detention volume, repair storm sewer, naturalization of the basin to improve water quality.
Recommendation
Staff recommends approval of the proposal in the amount of $53,500 for Ph1 and Ph2 Design Engineering Services.

Ashford Subdivision 63rd Street & Richmond Stormwater Facility Project
Board to consider an ordinance authorizing an engineering agreement with WBK Engineering for Design (Phase 1 and Phase 2) Engineering Services for the Ashford Subdivision 63rd Street & Richmond Stormwater Facility Project.
Background of Subject Matter
Existing detention facility is almost 40 years old with little to no maintenance performed. Facility has excessive bank erosion and is identified by the County as poor water quality. Surrounding residents have expressed property erosion concerns.
Additional Background
WBK Engineering Proposal includes Ph1/Ph2 Design Services in the amount of $58,200. Scope includes Bank Stabilization, Volume Storage, Traffic Barrier Warrant Analysis for Gateway Sign, Water Quality Features, and Maintenance Plan for the future.
Recommendation
Staff recommends approval of the proposal in the amount of $58,200 for Ph1 and Ph2 Design Engineering Services.

Intergovernmental Agreement with DuPage County
Board to consider an ordinance approving an intergovernmental agreement with DuPage County regarding right of way improvements and maintenance on North Cass Avenue. 
Background of Subject Matter
The agreement is written to address corridor beautification along North Cass Avenue on DuPage County right of way, in Westmont. The corridor will include raised medians, street trees and lighting, and a gateway sign.
Additional Background
This IGA authorizes the Village to act as the lead agency in ensuring installation and maintenance of the right-of-way moving forward. The draft IGA and landscaping/median plans are attached.
