Reduction in available Class 1 Liquor Licenses

Board to consider an ordinance reducing the number of Class 1 liquor licenses by one due to the change in ownership of Clique Sports Bar & Grill, 6010 S. Cass Avenue. 
Background of Subject Matter
Clique Sports Bar and Grill is changing ownership by adding a partner. This change requires a new liquor license. Clique's license is being forfeited for a new license and requires the need to reduce the number of available Class 1 licenses by one (1).

Board to consider an ordinance increasing the number of available Class 1 liquor licenses by one (1) for El Delfin Bar & Grill, 6010 S. Cass Ave., Westmont, IL, 60559
Background of Subject Matter
Due to a change in ownership and overall operation, Clique Sports Bar and Grill will now become El Delfin Bar & Grill, 6010 S. Cass Avenue. A background check revealed that El Delfin and it's owners are eligible to receive a liquor license.
Additional Background
The theme for El Delfin will be a seafood restaurant with a Mexican flair.

Tobacco License Code Amendments

Board to consider an ordinance approving text amendments to Chapter 22, Article XIII “Tobacco Licenses” of the Village Code of Ordinances.
Background of Subject Matter
The 1st proposed amendment is to Sec 22-1210 & clarifies requests for annual renewals of tobacco licenses may be denied. The 2nd amendment adds Sec 22-126 stating that licensees must comply with all Village, State & federal ordinances, laws & regulations.
Additional Background
If approved, the Tobacco Commissioner may fine a licensee, or may suspend or revoke a tobacco license where the licensee has failed to pay Places for Eating Tax, failed to maintain their property, or otherwise failed to comply with Village and other laws.

Voluntary Annexation - 6303 South Richmond Avenue

Board to consider an ordinance approving the voluntary annexation of property located at 6303 South Richmond Avenue. 
Background of Subject Matter
This property is contiguous to the Village and the property owners are seeking voluntary annexation into the Village.
Additional Background
Upon annexation, this property will automatically be rezoned to the R-1 Residential District. It may be rezoned either by the Village or at the request of the owner only after a public hearing.

Board to consider an ordinance for a B-1 Development Permit for RR Financial Services Inc. at 141 South Cass Avenue in Westmont, IL.
Background of Subject Matter
Roger Roman owns an existing accounting business currently located at 900 Oakmont Lane, which he wishes to relocate downtown. RR Financial Services Inc. is a CPA Office that provides accounting, tax, and consulting services.
Additional Background
RR Financial Services is an authorized e-filer and licensed as a CPA by the Illinois Department of Financial and Professional Regulation with 900 individuals and 200 small business customers and 30 years of combined experience.

Engineering Service Agreement - East Des Moines Street Water Main Project

Board to consider an ordinance authorizing an engineering agreement with Baxter and Woodman for Phase 1 & Phase 2 engineering services for the East Des Moines Water Main Project. 
Background of Subject Matter
East Des Moines St. had over 30 water main breaks on it in the past 15 years. We will be upsizing the water main from 6" DI to 8" PVC.

Request to approve the the sum of $49,600 for phase 1&2 engineering services for the East Des Moines water main project.
Recommendation
Staff recommends the approval of $49,600 to Baxter and Woodman for the engineering services agreement.

Engineering Services Agreement - South Linden, East Dallas & South Warwick Water Main Project

Board to consider an ordinance authorizing an engineering services agreement with Baxter & Woodman for Phase 1&2 engineering for the South Linden, East Dallas and South Warwick Water Main Replacement Project. 
Background of Subject Matter
This section of water mains were installed in the 1940's and have had numerous water main breaks on them.
Additional Background
Request to approve the sum of $49,600 for Phase 1&2 engineering services for the water main project.
Recommendation
Staff recommends approving the proposal of $49,600 for design Phase 1&2 engineering services.

This water main on North Warwick is sub standard (4" CI) and needs to be upgraded to 8" PVC.
Additional Background
Request to approve the sum of $49,600 for Phase 1&2 engineering services for the North Warwick water main project.
Recommendation
Staff recommends approving the proposal in the amount of $49,600 for design engineering services.
