Reduction Of Class 2 Liquor Licenses

Board to consider an ordinance reducing the number of Class 2 liquor licenses by one due to the sale of Vincitori's Restaurant, 14 North Cass Avenue. 
Background of Subject Matter
Vincitori's was sold on December 31, 2020. This ownership change renders the previous liquor license to be expired and surrendered. Due to this, the number of available Class 2 liquor licenses needs to be reduced by one.

a.

428 South Cass Avenue - Fence Variance

Board to consider an ordinance to permit an increase in the height of the fence located in the side yard adjoining a street within the R-4 General Residence District.

Background of Subject Matter
Ms. Oyuki Cervantes and Alberto del Campo seek to maintain the privacy and security of the back yard area of the home, which is exposed on the north side to 55th Place, by placing a 6-foot high fence along the lot line.
Additional Background
The proposed fence is 3 ft. higher than allowed for wooden fences in side yards adjoining a street. The lot line is set back approximately 21.5 feet from the south curb at 55th Place.
Recommendation
The Planning and Zoning Commission voted to recommend approval with a 6-1 vote.

b.

Increase in Available Liquor License

Board to consider an ordinance increasing the number of available Class 2 Liquor Licenses by one (1) for the new ownership of Vincitori's Restaurant 14 North Cass Avenue. 
Background of Subject Matter
The new owner of Vincitori Restaurant 14 N. Cass Avenue has requested a Class 2 liquor license for the restaurant. A background check revealed that Vincitori Restaurant and it's owner are eligible to receive a liquor license.
Additional Background
If the available number of Class 2 licenses is increased, it will allow the liquor commissioner to issue a liquor license to Vincitori Restaurant if he so chooses.

700 Oakmont Lane - Ryan Companies US Inc.

Board to consider an ordinance approving the following requests from Curt Pascoe of Ryan Companies US Inc, 700 Oakmont Lane, Westmont, IL 60559:   
  1. A Zoning Code Variance to allow for a shared parking aisle & driveway to straddle a lot line.
  2. A Zoning Code Variance request to allow parking in the east side yard setback of a new lot. 
  3. A Zoning Code Variance request to allow parking in the west side yard setback of a newly created lot. 
  4. Final Plat of Subdivision to create two lots with new addresses of 700 & 750 Oakmont Lane  
  5. An amended final site and landscape plan to affirm an existing redevelopment  
Background of Subject Matter
The variances are required by code prior to adopting & recording the final plat & Declaration of Easements. 700 Oakmont will be split, a lot line between two existing buildings on one approximately 12-acre lot to create 700 & 750 Oakmont Lane.
Additional Background
The site & landscape plan was approved in 2018 for one address. That plan will now be used for two separate addresses. A combined report has been provided for all entitlements on the agenda.

North Lincoln Street Municipal Parking Lot

Board to consider an ordinance to approve the following requests from the Village of Westmont to enable the construction of a municipal parking lot on on North Lincoln Street:
  1. A final plat of consolidation for the three lots currently listed as 25, 29, and 33 North Lincoln Street, Westmont, Illinois.
  2. Site and landscape plans for the consolidated lot.
  3. Special Use Permit for a municipal parking lot in the R-3 Single Family Detached Residential District.
Background of Subject Matter
The Village of Westmont is proposing to construct a municipal parking lot on the properties located at 25, 29, and 33 North Lincoln Street. The proposed parking lot will be located on the east side of Lincoln and south of Irving.
Additional Background
The lots are currently zoned R-3 residential and are owned by the Village of Westmont. The new address for the three consolidated lots will be assigned as 31 North Lincoln Street.

Board to approve an ordinance amending Chapter 2, Sec. 2-33. - Committees, and Chapter 2, Article V, Division 5 of the Municipal Code to restructure the standing committees of the Board of Trustees.

Discussion of the committee structure at the Administration & Finance Committee confirmed the restructure of the Public Safety Committee creating 2 separate committees, Fire Public Safety and Police Public Safety.
