Open Forum
Participants are advised that the Open Forum procedure is a privilege and should not be abused.  Upon completing an Open Forum request form and submitting it to the Village Clerk before the commencement of the meeting, participants will be recognized and given a chance to speak.  The time limit to speak is 3 minutes.  If deemed necessary by the Village Board, the matter may be referred to Village Staff or may be placed on a future agenda for Board consideration.

All participants are expected to exercise common courtesy and follow any rules of order established or announced by the Village Board and/or Mayor.  Candidates for local public office may not use this forum for campaign purposes.

2017 Westmont Cruisin' Nights & Street Fair
Board to consider an ordinance approving the following requests from the Westmont Special Events Corporation for their 2017 Cruisin' Nights and Street Fair events:
  • Tent Permit Fee Waiver
  • Live Amplified Sound Permit for event hours
  • Street and Public Right of Way Closures
Background of Subject Matter
Westmont Special Events Corporation will be hosting their annual Westmont Cruisin' Nights and Street Fair events on Thursdays from 5-9pm in June, July & Aug, 2017. These events will be in Downtown Westmont on Cass Ave from Naperville Rd to Burlington Ave.
Additional Background
All requests for this year are the same as last year with the exception of expanding the event boundaries to include West Burlington from Cass Avenue to 12 W. Burlington.

230 S Cass Avenue - Final Plat of Subdivision
Board to consider an ordinance approving a Final Plat of Subdivision request from
SKE Property Investments to split one lot into two lots of record in the R-4 General Residence District.
Background of Subject Matter
The two lots of record will be used to build a duplex with two units. Site and landscaping plan and associated variance requests have previously been approved for the property.
Additional Background
Planning and Zoning Commission recommended approval of the preliminary plat on 5/11/16, and Village Board granted approval of the preliminary plat on 6/9/16. Engineering review for the subject property is complete and staff recommends approval.

140 N Cass Avenue - Business office
Board to consider an ordinance approving the following requests from Hartelius Agency Services, Inc. to allow a ground floor office in the B-1 Limited Business District:
  1. Special Use permit
  2. Development permit
Background of Subject Matter
Applicant requests approval to operate a ground floor office. A special use is required because the tenant space is larger than 1,000 square feet.
Recommendation
Staff recommends approval as the tenant space is currently vacant and is not contributing to the retail tax base of the downtown, and has not been conducive to retail and restaurant businesses.

Zoning Code Text Amendment
Board to consider an ordinance approving a text amendment to Appendix A, Sections 7.03 and 7.07 of the Westmont Zoning Code regarding Theaters as a special use in the B-1, B-2 and C-1 Business Districts.
Background of Subject Matter
Staff recommends amending the Zoning Code to include language that amends commercial zoning districts to require a Special Use approval for theaters.

Economic Development Strategic Plan Adoption
Board to consider an ordinance adopting the 2021 Economic Development Strategic Plan for the Village of Westmont. 
Background of Subject Matter
The Westmont Economic Development Partnership developed the Economic Development Strategic Plan in response to the Action/Implementation items that were recommended by the Strategic Plan Committee.
Recommendation
The plan was reviewed and given a positive recommendation by EDC. Staff recommends approval of this document that is intended to enhance economic vitality thru retention, expansion and attraction of business, particularly in the Village's 2 TIF districts.

Board to consider a resolution to adopt the FY 2017-2018 Budget.
Background of Subject Matter
The preliminary budget for Fiscal Year (FY) 2017-18 was prepared by staff. This was presented and discussed with the Village Board and the public at a budget workshop.
